PST-DC3318 DC DC Converter
This dc dc converter or voltage converter is designed to power CD players, walkmans, video games, portable TVs, tape recorders, hand scanners (Albrecht, Bearcat, Comtel, Camnis, Maycom, ICOM), and radios from automobile cigarette lighter power points.

Warning :As is the case for many commercial and consumer DC DC converters, in this product the negative output of this DC DC converter is not the same as the negative input, but is offset by about 13 volts. This is not usually a problem in the vast majority of applications, but if you are powering a device that is attached in some other way to ground, there could be unexpected currents flowing. For example, if you are operating a laptop computer which is communicating with a printer by a USB, serial or parallel connection, the ground (negative) of the printer will be at a different voltage than ground (negative) of the dc dc converter, and cause a partial short, possibly damaging your equipment.

If you have such a setup you need to use either isolated dc dc converters or dc dc converters that have a common ground with the input.
